French Southern & Antarctic Territories, a fantasy issue as far as I know. It is listed in KM Unusual World Coins X#E11 - 1/4 Euro Essai. OB: Bust of Louis Oscar Roty (coin engraver and designer of "Semense" the famous walking Liberty figure that is spreading seed. Update: these were struck in copper (30 minted) and silver (800 minted) by the Patrick Mint (Santa Rosa, CA).
