Check out the other (Moneta) 25 Rubles, here we have examples of both bronze and brass types. Mine (25 & 100 R.), both purchased from Steve Album are brass in appearance. I suspect the 'hammer' style, on these earliest of 'Hammer & Sickle' types, looks more like a mace or club because the area was not industrialized. The 1920 adoption of the symbol had not yet been formalized and deseminated.

I saw the brass specimen for this. It was a nice looking piece. I have a theory about the symbol on the reverse. I think this might be a 'Spade, Cotton sprig and Sickle'. The original 'hammer and sickle' I think was developed in late 1918 when the Russian Soviet Federated Socialist Republic was established. The design was first used on notes in 1919, and coins in 1920 (1920 in Khwarezm, 1921 in Russia). Since Central Asia was mostly agricultural at the time, the local arms reflects this. The cotton sprig represents the regions major crop and source of trade. The spade (the spade replacing the hammer) and sickle represent the tools of agriculture. Again this just a theory.
